Board Reviews Construction Delivery Methods for 2025 Bond Projects

During the December meeting, the Midway ISD Board of Trustees received an overview of construction delivery methods that will be used for projects within the 2025 Bond Program.

“Selecting the right delivery method helps us manage risk, control costs, and keep projects on schedule,” said Director of Operations Ken Wolf. “It’s about matching the method to the project.”

State law requires school boards to determine which construction delivery method provides the best value before soliciting proposals for construction projects exceeding $50,000. District leaders reviewed six allowable methods, including competitive bidding, competitive sealed proposals, construction manager-at-risk (CMAR), and job order contracting (JOC).

The administration explained that different delivery methods will be selected based on project size, complexity, and timeline. For larger or more complex projects — such as the Midway High School gym and extra-curricular additions and campus utilization improvements — the district expects to use CMAR. For smaller projects, including roofing, HVAC, or field lighting, JOC and interlocal agreements may be utilized.
