The Midway ISD Police Department is committed to making our district a place where safety comes first and everyone feels secure, valued, and protected. Our team includes Certified Texas Peace Officers and civilian Campus Safety Specialists who serve the students, staff, and visitors across 11 campuses and all special facilities within Midway ISD’s 87 square miles.
Led by Chief Jeffrey Foley, the department focuses on creating a safe and supportive environment. We believe in building strong relationships and trust within our school community, ensuring that students feel comfortable and secure. Our goal is to be a reliable presence on campus, integrating safety into everyday school life.

As Chief of Police for the Midway Independent School District, it is both an honor and a privilege to serve the students, staff, families, and community of Midway ISD. Since the creation of the Midway ISD Police Department, our mission has remained unchanged: to provide a safe, secure, and welcoming environment where students can learn, staff can teach, and families can feel confident that their schools are protected.
Over the past two years, our department has become an integral part of the Midway ISD family. Our officers are more than law enforcement professionals—they are mentors, educators, problem-solvers, and trusted adults who build meaningful relationships with students every day. We believe that effective school policing is built on trust, visibility, and service, and we work hard to ensure our presence contributes positively to the educational environment.
One of the principles that continues to guide our work is Peel's Principle #9: "The test of police efficiency is the absence of crime and disorder, not the visible evidence of police action in dealing with it." Our success is not measured by arrests or enforcement activity, but by our ability to prevent problems, build relationships, and maintain safe schools where students can thrive.
The Midway ISD Police Department embraces the NASRO Triad concept of law enforcement officer, informal counselor, and educator. Our officers work closely with administrators, teachers, counselors, and families to address challenges before they become crises. Whether assisting with threat assessments, teaching safety lessons, mentoring students, or supporting campus activities, our focus is always on helping students succeed.
Preparedness remains a cornerstone of our department. We regularly conduct safety drills, train alongside local first responders, and continually evaluate our emergency procedures to ensure we are ready to respond to any situation. School safety is not a one-time effort—it is a daily commitment that requires planning, collaboration, and continuous improvement.
As we continue to grow, our vision remains to set the standard for school-based policing. We are committed to professionalism, transparency, community partnerships, and a culture of service. Most importantly, we remain dedicated to ensuring that every student knows there is someone on their campus who cares about them, believes in them, and is ready to help when needed.
Thank you for your continued trust and support of the Midway ISD Police Department. We are proud to serve this community and look forward to continuing our work alongside the students, staff, and families who make Midway ISD such a special place.
Respectfully,
Chief Jeff Foley
Chief of Police
