Title I, Part A

Title I, Part A of the Every Student Succeeds Act (ESSA) provides financial assistance to state and local educational agencies (LEAs) to meet the educational needs of students. The intended program beneficiaries are students who experience difficulties mastering the state academic achievement standards. Title I, Part A funds are to be expended on programs, activities, and strategies that are scientifically based on research and meet the needs identified in the campus’ comprehensive needs assessment process and listed in the Campus Improvement Plan. On Title I campuses, Title I, Part A funds can be used for activities that are part of the Campus Improvement Plan to improve student performance and upgrade the entire educational program. In a schoolwide program, the amount of Title I, Part A funding on the campus must be supplemental.
Instructional assistance can include:
■ Teaching materials which supplement a student’s regular instruction
■ Teachers and instructional aides
■ One-to-one or small group instruction
■ Extra learning supportsTitle I activities include supplemental, research-based instruction in the areas of reading/ language arts, writing, math, social studies and science. Other planned Title I, Part A activities include supplemental parent involvement, professional development, guidance and counseling and transition services. Service delivery methods as chosen at the campus level can include tutorials, small-group instruction, individualized instruction, computer-aided instruction and extended learning opportunities.
